The Animal Welfare Department is to institute court action against the owner of dogs found in poor condition at Hal Far this morning.
The department said its inspectors and policemen visited a site near the ETC offices and officers reported that the dogs were in very bad shape. They had no shelter and were very distressed.
They were taken to a veterinarian and will continue to be cared for by the department.
The owner is to be accused of animal cruelty.
